Any procedural way to get out of procrastination?

I am a student in an engineering graduate college and I am in the brink of losing everything i have only because i waste every moment of my time. I am in a situation wherein i get everything if i do things the right way and lose everything if i don't. I wake up every morning thinking that i'll do something constructive but time flies and I sleep realising that it was just another wasted day. Is there any scientific (not medical) way to get out of this and get into the working habit? I smoke too.
