Does anyone know of an effective strategy to combat procrastination?

Yes. I’m sure there are countless individuals who’ve mastered this.
But violence is seldom a solution.
It should be avoided, instead of fought with.

I was going to answer with " Ill get back to you on that but that might cause a violation notice."
I think setting goals and time limits on things helps me the most.

Set yourself little targets with littel rewards when you reach those targets. As you get more motivated, raise your sights and set bigger targets.
One expensive ’secret’ in a course I was sent on by work, was to start ‘imagining you have already DONE the task’!!!
This could stupid, but it can work, e.g. my window screens were dirty and they were a job I would do ‘when I got a ROUND TUIT’…
By focusing on that job for a few days, when I started looking at them when I would come home, the fact that they were not clean began to annoy me, until one day I just got started. After a couple, I was rolling, so just pushed on and finished them all.
Another thing is to ‘remove all distractions’ from around you!!!

Procrastinating only gets your daily duties to pile up; getting you deeper behind. Take the most urgent things first as they come along and try to catch up later that day. You have to push yourself to do things or you will never catch up. This can cause all kinds of frustrations to develop. Try to get some calmness in your life by doing as many things ahead of time as you can.

Reward yourself after doing things you don’t want to do. So postpone getting down to some jiggy action until you’ve changed that spreadsheet ..etc.
Also once you’re on a roll you’ll want to tackle more of the things you’ve been putting off. Ask yourself why you’re always postponing things, you’ll have to do them at some point anyways.
